What does this statement mean?
She's just not cutting the opportunity.

I don't think you have given us a long enough sample of the context, because this is not a typical way to use "cutting". Do you mean she is not taking full advantage of the opportunity?

The coach of figure skating said that, when the girl didn't show anything special in her program. They were actually looking for another partner to Zack, figure-skater. Zack wanted her, and the coach didn't. He said that at the end of the conversation with Zack.

I'm still not certain, but sometimes when we say someone is not "cutting it" it means that they are not good enough at doing something. This could be a British saying, so maybe someone else will have a more accurate answer.

We do use "not cutting it" in BrE but "She's just not cutting the opportunity." is not BrE usage.
