We use "at" for numbers. A number is a location. A number is a location on a number line.

If you mean the price of stock market shares, it's not talking about that. Shares of stock vary in price from a few cents to hundreds and thousands of dollars per share.
"Prices typically start at around $600." means that lowest price is around $600.
The prices of the best hotels in the city start at around $600 a day.
