It will take as long as you are prepared to work at it by practicing. Listen to as much English as you can, recite texts out loud, find a group and use English to communicate.

6. Which English do you have a chance to hear the most?

7. How much time do you have each day to actually speak English and with whom?

None of my advice is invalid - all these things can help the uncertain person become more assured to speak. It is no different from the experience of many trying to learn a language in isolation. Practice is the essential thing, and being relaxed about how to do it is also of great importance. Too many restrictive rules inhibit.
