I've noticed that
ESL students studying in their own countries are often subjected to tedious explanations of grammar points that the teachers themselves do not well understand.
Perhaps this is what Ayoobrahman is referring to.
To my mind "an understanding of grammar" should only be a familiarity with the patterns of the target language. To this is added copious practice in as full and rich a context as is possible.
