What is it understood as "a below-the-line crew" in the making of a movie?
Perhaps all that staff not qualified or simply not at the helm of any department?

“Above-the-line” is a film and television industry term derived from where the money is budgeted for creative talent, writers, directors and producers.
“Below-the-line” is a film and television industry term derived from where the money is budgeted for technical crew working on a film or multimedia project as well as for costs related to the studio, equipment, travel, and location.
In budgeting a motion picture or television production, below-the-line costs include the salaries of the non-starring cast members and the technical crew, as well as use of the film studio and its technical equipment, travel, location, and catering costs, etc.
