"The problem's been getting worse year on year and there's a lack of policing, mainly because it's a difficult crime to investigate."

What does year on year mean? The same as "year by year," which means "as each year passes"?

annual, annually, once a year, per annum, perennial, regularly, year by year, yearlong -- these aren't phrases, but may replace Year for year.....
