Tell me, please, what does the word-combination "back there" mean?

Example: "Sorry if I let you down back there".

Does "back there" mean TIME or PLACE?

So, does the sentence mean "Sorry if I let you down there?" or
"Sorry if I let you down then?"

context need. It might regard both TIME and PLACE at the same time or just PLACE

The former seems to me to regard place. The latter seems to regard time. Probably future.
