No, I don't believe a native speaker would express himself or herself this way. I am not even sure if I understand exactly what you mean by this sentence because you did not explain the context. I would guess you mean something like this:
I don't understand what you are trying to tell me.
I am not sure what you mean.
I don't know what you are saying.
"You are failing in your communication." is pretty harsh and too direct in my opinion.
