Default What is an 'accident'?

This morning I was listening to the radio while driving. I heard an anchor talking about an accident, but the other anchor commented that it was not an accident because it was obvious that someone was at fault.

That reminded me another saying "there's no accident".

I am so confused: if we say 'there is an accident', do we necessarily imply that no one is at fault?

BTW I have noticed that in the morning traffic broadcasting, they seldom use the word 'accident', but 'collision'.

Typically, we say "There was an accident," when someone did not do something on purpose. Even if someone was at fault, it is generally regarded as an accident if it was not intentional.
For example: If my son spills milk, he could say it was an accident. Even though he was at fault, he didn't intend to spill the milk.
The same thing typically applies to car "accidents."
