Default give you a hand with

Mary ran over to him, and said, "Here, Sir. Let me give you a hand with that chair."

I am trying to understand the meaning of what is quotes. Does it mean, 'let me give you a chair'?

"let me give you a hand with something" means to help a person with something, so in this case, Mary is offering to carry/move/etc the chair for the gentleman.

Let me give you a hand with the dishes/cleaning/vacuuming/ laundry/painting /...

Dr, may I ask, is it true that Telugu, though its vocabulary is over 50% Sanskrit derived, is a Dravidian language?

It means "Let me help you with that chair". Mary sees that he wants to move the chair and it's difficult to do so because it's very big or very heavy.
