2. Their disucssion is off the topic.
3.Their discussion deviate from the topic.

This is fine, and I think it is the most usual way of these three to characterize this event.
2. Their disucssion is off the topic.
> discussion is spelled with a typo
> This is okay. The grammar is fine and anyone would understand you.
3.Their discussion deviate from the topic.
> This is the wrong verb tense
> Possibly the speaker wants to say
"Their discussion deviates from the topic all the time."
> Or possibly the speaker wants to say
"Their discussion has deviated from the topic."
