Adverb or adjective

Japanese traditionally wear slippers inside their homes.

It seems to me that the prepositional phrase inside their homes acts as an
adjective phrase because it comes after slippers but it also answers the questions where? (inside their homes). Now I am confused, is it an adverb phrase or an adjective phrase?

Please clarify.

It's adverbial. It describes where they wear them - hence it modifies the verb "wear".
If it read "Japanese traditionally wear slippers made of wood" then that is adjectival, since it obviously describes the slippers.The function of a phrase does not necessarily depend on where it comes in a sentence.

Whether a word, phrase or clause is adverbial or adjectival depends on its function not its placement in the sentence.
