Default took responsibility

Hello,

Could anyone explain to me the following sentence

" The court took responsibility for the prosecutions after a deadline expired for Kenya’s own government to set up a tribunal."

Does it mean that because the deadline expired for kenya's government to set up a tribunal court, the court now will be in charge of this? (and please correct my grammar on the sentence)

or it means something else?

Yes. Although I don't know the situation in Kenya, that is certainly what it appears to mean.
It would be interesting to know what "the court" refers to though. The (lack of) context suggests that it's a Human Rights Tribunal court set up in Europe somewhere.
