I don't totallly get what "Bush and Putin Mute Differences, Latching on to the Affirmative" means.

What I understand is:

Bush and Putin muffle the sound of the differences between American and Russian govts, and look on the positive facters between the two.

Right?

Right?
It means they remain silent (mute) aboutr their differences, they choose not to discuss them

Latching on to the Affirmative means they hang on only to the positive aspects of the talks.
