How would has been, have been and were be used properly in a sentence. I always get confused. For example, "The following wires _____? faxed to UBOC this morning." Which one would be best?
'Were faxed', because you have mentioned a specific past point in time, 'this morning'. If it is still morning, however, you might opt for 'have been faxed'.
Not 'has been' because the subject is the plural 'wires'.
Googling 'verb tenses' will get you several sites that explain the various uses in detail.
