Has been, have been, and were How would has been, have been and were be used properly in a sentence. I always get confused. For example, "The following wires _____? faxed to UBOC this morning." Which one would be best?

Re: Has been, have been, and were 'Were faxed', because you have mentioned a specific past point in time, 'this morning'. If it is still morning, however, you might opt for 'have been faxed'.
Not 'has been' because the subject is the plural 'wires'.
