Default Dictionary or Vocabulary

What is the difference between "dictionary" and "vocabulary"? Are these words synonyms?

If you want to use the word vocabulary to mean dictionary, use the word Glossary.

The term vocabulary refers to a list of words, whereas the term dictionary refers to information about words: their meanings, pronunciations, etymologies, inflected forms, etc.
