How to use followed by and following?

I have had a puzzle on the caption. Please would you tell me more how to use it properly. Let say

1) "earthquake followed by typhoon" Does it mean typhoon after earthquake or the other way, which one goes first?

2) Following our meeting last week.... = After our meeting last week... isn't it?

1) "earthquake followed by typhoon" Does it mean typhoon after earthquake or the other way, which one goes first? Earthquake first, then typhoon. You said it was a caption, so the lack of articles doesn't bother me in this case.

2) Following our meeting last week.... = After our meeting last week... isn't it? Yes
