Default present progressive

1/ Help! sentence is 'by the time he gets there everyone will have left' is the PRESENT PROGRESSIVE answer ' by the time he gets there everyone will be leaving' ???
2/ Same sentence - is the PRESENT SIMPLE answer 'by the time he got there everyone was leaving' ????
3/ Same sentence -- is the PAST SIMPLE answer 'by the time he got there everyone had left' ???
4/ Simple explanations for PRESENT PROGRESSIVE[=present continuous]
" " " PRESENT SIMPLE
" " " PAST SIMPLE

I would say that the first is future perfect and the second is future progressive.

I would say it is past progressive.
