The answer to why the usage of "to" in that sentence is incorrect is that it is not. You can't take the "to" out and still have the sentence make sense.

Mark asked that a memo go out promptly requesting Messrs. G. Long and B. Short to present to the Committee the status of the monitoring procedure.

The first sentence is okay if you use that after requesting. Thus, it would be: "Mark asked that a memo go out requesting that Messrs. L & S present to the Committee thus and so."
