3-These tyres are designed to drive on icy roads with.
4-This bicycle is for riding in the city.
5-This bicycle is to ride in the city.
6-This bicycle is to be ridden in the city.
7-This bicycle is designed for riding in the city.
8-This bicycle is designed to ride in the city.
9-This bicycle is designed to be ridden in the city.

I think I had left out one possibility.
These tyres are to drive on icy roads (with).
I think it is technically correct, but I don't think it sounds natural.
I would rephrase the sentence in this way.
These tires are made to drive on icy roads.
Here's another possibility, and even better, as in a more logical phrasing of the intended meaning.
These tires are meant for icy roads.
Note: tires - American English - tyres - British English
