Appositives are parenthetical.

If the portion in red, below, were in apposition, then it could be used to replace the noun phrase a peculiar story--but it can't as seen in 2.
  1. It was a cheery ending to a peculiar story, one that sent those watching it unfold on television through emotions from horror and mystification to relief.
  2. It was a cheery ending to one that sent those watching it unfold on television through emotions from horror and mystification to relief.
The portion in red doesn't rename the noun story, it modifies it:
... a story, one that ...
... a story, a story that ...

Thank you.
It's a pronoun in that context. It refers back to the noun story.
