I have confused the meaning of "arbitrary" and "iconocity" ? Would you please give some examples from a language other than English (with English translations) that illustrate this "partial iconicity"? That would help me to easy understand.

I have no idea what "iconicity" means. However, it would be better to say, "That would help me to understand more easily."

An arbitrary decision, for example, is one that is made by chance or whim, rather than by following a rational process or following rules and procedures.
