Are both sentences correct ?
Is it possible to indicate which level of French is higher : the person in sentence a) or the person in sentence b) ?

Sentence b) is wrong, it would be ok like this: "I can speak a little French" or "I can speak a little bit of French".
There is no way to tell, from sentence a) or from a modified sentence b), which person speaks more French.
