Default how do we form perfect tenses

is there a rool thet how we can form perfect tenses

Yes- have + past participle

You can then hange the tense of 'have', to the past, etc:
have done
have been doing (progressive form - have + past participle (been) + present participle of verb)
had done
had been doing
will have done
will have been doing
etc
