A main clause has a subject and a verb and it never begins with if. Additionally, the comma tells you where to look. It points you in the "right" direction.
- If anyone ever used one of his children as collateral, he'd sure as hell deliver on the loan.

sure as hell = with absolute certainty
deliver on the loan = to do or carry out as promised the paying back of the loan
