The following sentences are discussing the improvement of women in the workplace, but can you please explain what the red parts indicate?
Progress remains painfully slow and there were still only 18 posts filled by women out of a total of 354 non-executive positions surveyed. Hilary Sears said ' women have raised the level of grades we are employed in but we have still not broken through barriers to the top.

In an organisation, the higher salary graded posts are occupied by the managers. The lower salary grade posts are occupied by the junior staff members.
What I believe she is saying is that women are now being able to rise to higher grades than they were previously able to reach, but they have still not managed to reach the top executive/managerial posts.
