If the word 'agreement' denotes a formal document legally binding for its parties, the following collocations are frequently used:
to make an agreement
to conclude an agreement
to execute an agreement
to initial / sign an agreement
I'm not sure if the above will be of any help, since you probably want to use the word 'agreement' in its more general meaning.
