I think it is with -d because this example,

Mission is completed "Completed" is the past participle, in a passive structure.
Both of these are correct, but they are grammatically different.
Compare:
The window is open
The window is opened.
I think it is with -d because this example,
This is finished(ok)
There's only one form for the two grammatical purposes here.
Compare:
The windows is closed - same form for both
This is finish (wrong)
