I believe it's grammatically correct if you have two buy a lot of shoes (two or more pairs of shoe).

Maybe 'I think I should buy a pair of shoe' it's better, though I am not a teacher, and I do not know what do you want to say by the word 'some' two pairs or more or perhaps only one.

Some should be used with uncountable stuff like sugar, water, etc

Yes.
What makes you suspicious? 'some' is a determiner and is used before countable nouns (as well as uncountable ones) in the plural to denote an indefinite number of them.

It's the same in the second sentence. You would like to have sugar and you use 'some' because you think the answer is yes if you are sure the person do not have sugar you need to write your quote with te word 'any'.

Maybe it's not the same in Ameriacn English or another English countries, but I do not know.

It is not a theory. When you offer something for example tea, you say 'would you like some tea'.

The rule I have learnt is the following:

Use the word 'any' in question but you should use 'some' when you propose something.

In quote like 'Do you some bananas?' and 'Do you have any bananas?' there is a difference in the meaning.

I'm 99% sure about it.

Most of The French's theories are unfortunately incorrect. I do not know why he persists in trying to explain things in English that he doesn't understand himself, and to people who have a better command of English than he does.
I don't want to be to harsh on him because once, about 6 weeks ago, he did give a valid reply to a post.
