nothing a week

The girls in their summer dresses...
The actresses, all dressed up on nothing a week. What does it mean?

It's unusual to me, but I would guess at a meaning that suggests they don't earn anything (or they earn nothing per week). They somehow manage to look all dressed up, without having an income.

To me it means cheap, as in inexpensive;i.e., their appearance is tastelessly showy.
