Default what does the verb "to ingest" mean here?

Hello!

How could you explain the meaning of the verb "to ingest" in the following context:
"...to achieve a flexibility sufficient to meet individual country needs in terms of the format of the content delivered to them; to recommend or indentify tools to ingest, archive, preserve, and provide access to digital content received by the Library...

Here to ingest is a metaphor comparing digestion of food with digesting/understanding new information/ideas especially difficult ones.

I'm not sure understanding need come into it. I'd have said 'take in and process [in some way]' - for example, catalogue, index, buy the necessary retrieval software .... But the thing about metaphors is that different people can interpret them differently.
