Is there difference in saying that "somebody is funny" and "somebody is fun" ?

Yes, there is wide difference.
Somebody is funny means: He/she is a funny person who may be strange, unfriendly or difficult to understand.
Somebody is fun means He/She is a source of fun, who provides or can be a cause of laughter/amusement

In my opinion, I think they have same meaning if funny means to be humorous, enjoyable. Moreover, I usually see "fun" when we have conversation daily.

They are different: funny means amusing, whereas fun means pleasant and entertaining, though not necessarily through humour. Good at football is another way of being fun.
