capitalization

Is it ok to capitalize a word in the middle of a sentence like in the sentence below?

Of course, sports organizations would answer that question with an emphatic “No,” and at present EU politicians appear committed to safeguarding their regulatory powers.

Yes, it is okay, because of the quotation marks.

If the quotation marks were omitted, the situation would be much more delicate: I am still thinking about the old, not yet solved, UsingEnglish thread
