fill in and fill out; possibly and probably
Dear teachers,
I have two questions to ask:
No.1
Now please fill out this application form.
My question is : Can I replace "fill out" with "fill in"?
No.2
Not many people think that way, but ________ you're right.
a. possibly b. probably
Looking forward to hearing from you.
Thank you in advance.

Re: fill in and fill out; possibly and probably
"Fill out" is much more common in American English (for forms, applications, etc.). We use "fill in" for blanks, such as "fill in the blank."
I believe British English uses "fill in" for applications, but I am not 100% sure.
Honestly, for #2, either choice is possible, depending on what's being discussed.`
