| Not a teacher. I think the second sentence is not correct. The correct sentence should be 'Do inernational airports impose taxes on department and arrival upon tourists?' because you don't mention a particular airport and 'department', 'arrival' are nouns not adjectives. |

| It's okay to use nouns as adjectives in phrases like "arrival taxes." I assume the person reading this knows which airport because you have reference your visit - and the person reading this would know which airport is the one you will fly into. ... any arrival or departure taxes on tourists?
