Could anyone please explain to me the following quote

"A country with a growth rate as skimpy as its swimsuits, prey to any financial crisis that was around, a place of chronic political instability, whose infinite capacity to squander its obvious potential was as legendary as its talent for football and carnivals, did not seem to belong with those emerging titans."

"whose infinite capacity...carnivals" what's this sentence describe? "A country with a growth rate as skimpy as its swimsuit"? or "a place of chronic political instability" ?

Please help me with the above sentence

It is all about one country (I am inferring Brazil) and everything in that quote described that same country in a way that is not very flattering.

If it has an "infinite capacity" it means it can do something forever (in this case, says the author, be wasteful). Its wastefulness was as well known as its football teams and carnivals.

What if I want to describe "a place of chronic political instability" what should I use for that purpose? "which....." "where...." or "that....."
