Are 'practical' and 'handy' synonyms?

Sometimes, but generally there is a difference. Practical implies a departure from an ideal, an acquiescence to the feasible. Handy means useful.
Thus practical often means useful but not as much as one would hope, and handy useful to an extent beyond what one would hope.
