    I can't understand the below sentence's meaning :
    'The facilities of the older hospital are as good as or better than those of the new hospital'
    Does it have idiomatic meaning?

    Yes, as good as is an idiom meaning:equivalent to or practically the same
    'The facilities of the older hospital are equivalent to or even better than those of the new hospital'
