Past tense/Participle

Am I right in thinking that the lexical verbs in "...who was released and sent/was detained.." are in past tense as opposed to past participle? Also, are "made" and "arrested" the following examples past participle or past tense?... "if no appeal is made", "feared he would be arrested". Thankful for any help!

A regular verb's past tense and past participle form are identical.
The difference between them is not seen by the naked eye. The trick is that you look at the whole verb phrase.

'was released' is passive. A passive construction comprises a conjugated form of 'be' plus a past participle form of the main verb (released).

All your verbs are parts of passive constructions. Past participle.
