The word 'rocky' has opposite meanings in its definition:
Steadfast,
unsteady;
so, when people say a rocky alliance, does it mean a solid alliance, or an unsteady one?

"A rocky alliance" is an unstable alliance. "A rock solid alliance" is stable.
