You use the present perfect continuous for an action which begins in the past and continues until the present time.
Example: I am tired because I have been running for two hours this morning.

I have been working on this report for three weeks.
I have been driving this car for 10 years.
Note that this tense does not require that you did that one action and nothing else but that action. It simply let's know it's still going on now.
I'm not a teacher, but I write for a living. Please don't ask me about 2nd conditionals, but I'm a safe bet for what reads well in (American) English.
