"You may use a dictionary during the test."
Does this mean it is okay to use only a single dictionary or any dictionary (i.e., more than one dictionary)?

Hello, I am not a teacher.
In your sentence the use of the indefinite article 'a' means you can use a dictionary, but not particularly one.
You have the choise among a lot of you have at your disposal.

‘a’ implies one or any one dictionary of your choice.
