Difference between "Head for & Head to"...

Hi,
Is there any difference between saying: Where are you heading for? and where are you heading to?

These are pretty much interchangeable but...

Asking "Where are you headed to?" Is probably a more specific inquiry than "Where are you heading for?"

I am heading for London, as opposed to I am headed for England.

"Where are you going to?" is probably the more common form of the question.
