The sentence is a bit odd. Is the complete sentence exactly as you wrote it?
If it is, I would say that it means that there were 14 different leads during the race and that six teams lead at different times.

That's all the complete sentence I've got. Thanks for your trying to help. I agreed with you that this is an odd sentence. I translated it in the same context as you but not sure if it is right.
