Preposition at the beginning or the end of a question?
Is it correct to put BY at the beginning of the following question: BY whom was the doctor sent for yesterday? Or is it better to place the BY closer to the end of the question? Like this: Who was the doctor sent for BY yesterday?

"Who was the doctor sent for by yesterday?"
I would avoid the use of passive here. Try this:
"Who sent for the doctor yesterday." Simple as that.
