I have thought of that as "it must be an unhappy people who turns for happiness here," and thus "it's very certain that it's an unhappy people who seeks for happiness here." To here is my limit.

This sentence is barely understandable.

I believe its intention is "A person must be very unhappy indeed if he is looking for happiness here."
