I am happy to help you.

Does this mean that
a-I am happy because I am helping you; or b-happy that I help you or c-happy that I will help you.

I would describe the sentence as an offer: If you want help, I'm here for you.

If this is an exam question, I'd answer c)

I'd agree with Iain's answer, although I'm not entirely happy with the choices. b) doesn't make much snese and isn't really grammatically correct. c) has to basic idea- the sentence is a kind of offer to help- the speaker means that they are willing to help. 'I will happily help you.'
