Dear teachers,
Would you be kind enough to tell me whether I am right with my interpretation of the expressions in bold in the following sentences?
Three days later the District Commissioner sent his sweet-tongued messenger to the leaders of Umuofia asking them to meet him in
his headquarters.
sweet-tongued = smooth-tongued
Rebuffed this month by skeptical lawmakers when it sought finances to buy a prison in rural Illinois, the Obama administration is struggling to come up with the money to replace the Guantánamo Bay prison.
rebuff = reject outright and bluntly
come up with = produce, supply
The strong rebuff of some tumultuous cloud.
rebuff = repercussion, or beating back; a quick and sudden resistance
We can always depend on John Smith to come up with a good solution for any problem we might have.
come up with = offer
I won't be able to buy this car, because I cannot come up with the down payment you require.
cope up with = to produce on demand
How much of a down payment do you require for this new car?
down payment = a retainer paid to a prospective seller
How on earth did you come up with such a brilliant idea?
come up with = to find
I had to run to come up with her.
come up with = overtake, gain on
We shall have to work hard to come up with the other firm.
come up with = compare
I hope you can come up with a better plan than this.
come up with = think out, invent , work out

sweet-tongued = smooth-tongued – A sweet-person with a pure heart is an asset to the society/organization/country. On the other hand, a person with an impure heart filled with self centered and conceited thoughts is called a sweet-tongued charmer who can be very dangerous.
A true and genuine is described as: With a sweet tongue of kindness, you can drag an elephant by a hair.

I agree with Bob that it has two meanings. A sycophant who is otherwise called a sweet-tongued charmer can be compared to a pot filled with poison but sweet on the mouth. He is described as:
Disguised in a mask of genuineness
And you show a face of selfless humility
When in reality, you are possessed
Of a self-centred and conceited narcissism
