cool and cold

I came across a statement that says,

'Run cool (not cold) water over the burned area for 3-5 minutes.'

I was wondering, which is warmer cool or cold?

Cool is warmer than cold, think of it this way, cool would be as water might come out of the tap, cold is if you put it into a glass and add ice to it.
