What are the rules, when you are making and specific name for the habitant off and new town?

We can put -ian on the end- Parisian, but often change letters, so Liverpool becomes Liverpudlian, Glasgow, Glaswegian. If, like London, it's difficult to say, we use -er, Londoner, Berliner. Which town are you thinking of? ;-)
